From August 12, 2026 the European PPWR regulation will become generally applicable, introducing new requirements for packaging and its accompanying technical documentation.
For cosmetic brands, this means packaging considerations must be integrated with even greater care from the very early stages of product development.
At Originitalia, we support our clients throughout this process, coordinating with packaging suppliers and assisting in the collection of the necessary documentation.
What is the PPWR
PPWR stands for Packaging and Packaging Waste Regulation and is the new European regulation on packaging and packaging waste.
The legislation applies to all packaging placed on the European market and aims to reduce its environmental impact by addressing aspects such as recyclability, design, material reduction, and technical documentation.
In the cosmetic sector, this concerns bottles, jars, tubes, pumps, caps, dispensers, boxes, and secondary packaging.
This is not just another bureaucratic requirement. The PPWR can directly influence the choice of packaging and how a product is designed and developed.
Why packaging must be evaluated from the start
Cosmetic packaging is often composed of elements made by different suppliers.
The bottle, pump, cap, and box may come from different companies, each responsible for the technical information regarding their own components.
One of the mistakes many companies risk making is viewing the PPWR as a task to be addressed only when the product is ready to be marketed.
In reality, packaging compliance begins much earlier.
Waiting until the final phase of a project to request documentation can lead to missing information, last-minute changes, or launch delays.
This is why we believe it is important to evaluate packaging during the early stages of development, alongside the formulation and compatibility testing between the formula and the container.
How we support brands
As a contract cosmetic manufacturer, we support our clients not only in the development and production of the cosmetic product but also in coordinating packaging-related aspects.
Specifically, we can support the brand:
- in choosing the most suitable packaging for the product;
- in liaising with packaging suppliers;
- in gathering the available technical documentation;
- in conducting compatibility tests between the formula and the container;
- in organizing the information required for the project;
- in monitoring relevant regulatory updates.
Our goal is to build a more organized and informed process, reducing the risk of documentation issues being addressed only when the product is already ready for production.
An informed partner for cosmetic development
With the PPWR, collaboration between brands, cosmetic manufacturers, and packaging suppliers becomes even more critical.
We provide our clients with formulation expertise, knowledge of the production process, and attention to regulatory aspects, offering coordinated support throughout the entire product development lifecycle.
Because compliance shouldn't just be checked at the end: it needs to be planned from the very beginning.
